Iowa Early Literacy Legislation
Norwalk Community School District has maintained a focus on improving reading proficiencies for all students for many years. In the 2012 legislative session, The Early Literacy Legislation was approved and has numerous provisions that address literacy improvement for students who are not proficient readers. Specifically, the legislation addresses the issue of reading proficiency in third grade. Beginning in the 2016-2017 school year, if a student is not a proficient reader in third grade, the legislation requires all school districts to provide more intensive interventions in a summer school program. Any student in third grade who is not proficient in reading must attend summer school or the district must retain them in third grade.
